Actually I think the lighting is good. An underwater city would have a lot of artificial light and it would be reflected around much more in the water. The scuba guys are very nicely done. The composition seems sort of out of scale. The buldings seem too small and the scuba guys seem sort of big. You put a lot of nice features in this one. I have one gripe, Not enough media. there needs to be some dirt and dust and fishes. I understand that this shtuff can send the parsing time through the roof (see my ruins entry wh_ruins.jpg) especially if sPatch is your modeler. I like to see the workings that make a place a city, not just the buildings that form its exterior. This would be improved by some more detailed modelling and showing a few more of the activities going on... more vehicles and people and maybe some fish.
