The "stars" around _both_ people's heads do not really seem to have any function. The most striking thing is that the quality setting of the JPEG image is extremely low, so that no details are visible at all. All edges are "smeared". The thing to do is to use a lower resolution and as high a jpeg quality setting as will allow the filesize to be with the 250k limit. You are way below the max file size, so you should increase your quality setting while saving as jpg. Aside from that, this is an interesting and powerful choice for an image. The lighting is too even, and the fog too thick to determine much. The lightpost needs some work, and it does not appear to be producing any light.
