I have actually experienced this type of bright light at night but only during a full moon and after a snow storm has dumped its load of snow. The ground appears to have snow but the remaining objects in the scene do not indicate any prescence of snow. Because of this it feels incomplete for me. From reading your description your concerns were for formalistic and technical concerns. This you have done well with. The archway/height of it looks squished when given the foreground markers to measure against. Good use of heightfields. Something about the shadows and textures in the triangular area of the roof bothers me. Maybe the scene needs radiosity. Only problem is that the textures are terrible. The doorway looks like a fire place. The sand/dust on the ground looks good, again it's just that there's no texture.
