A nice scene. I might've paid more attention to the colors, the image
is rather colorful right now. The big contrasts and hue changes kill
some of the details. Well used lights, although the beams that shine
from the top left corner are quite cylindrical and seem to stop in
midway?

I remember seeing pictures of this storm in France on the news. You've
taken those bleak images and created a beautiful picture out of them. This
looks like the light breaking through the clouds after the storm, showing
the people that life can now go on. The colours are vibrant and somehow
appropriate. Modelling is detailed and the composition is creative and
interesting. Very good work - even the actual rays of sunlight. A potential
winner in my books.

Fantastic image.  There is a problem with scale, the house looks far too small
compared with the oil drims and the trees.  There's some really good texturing
here.
