To me, it looks like an oddly scaled background image with some twisted
traffic lights thrown in. Since you haven't bothered to describe the 
image in your text file, I'm left with my limited understanding - and 
the compulsion to treat the image as being off-topic, despite whatever 
clever idea there might be behind this.
