I think this could have been a really good picture if the textures were more detailed... they seem to drain the life out of the scene. This has a problem with a bland foreground and sky. Some more details here, and a few other buildings poking out of the water would make a good image. What have you done to the water in the distance, it looks strange. The landscape in general is good.
