IMAGE DESCRIPTION: 

A city of the future.  Land is now considered too valuable a commodity for human
habitation.

DESCRIPTION OF HOW THIS IMAGE WAS CREATED: 

Textures were created in Painter.  The camera was given a focal blur to render
distant objects blurred.  The horizon is merely a box with a stencil map
applied.  The water is a combination of the ripple affect within Strata and a
custom water texture.
