This is a nice image, but it's difficult to score because you do not tell us how
it was generated.  Was the (very nice) "oil paint" effect produced by a 3D
renderer, or is it the result of post-processing of the image?  The latter
possibility is illegal under the rules of the competition.

Large portions of this image appear to be image maps. (waterfall, brown land)
The suns rays appear to be post-processed.
If I am mistaken, I appologize, but without comments I must assume I'm right
and score accordingly.

A nice image but unfortunately I'm forced to score low.  Next time make sure you
have the proper info in your txt file.  Since you didn't mention which program
you used to render the image, or if you rendered it at all, it could just as
well be photograph.

Technical - no technical details at all, no tools or render info, no details
    on how you built what, so can only give half marks for what appears to be
    a lot of hard work.
