Also, it doesn't look like you used anti-aliasing at all... try rendering with AA 0.1 (although given the fineness of the spiderweb, this could make it disappear into the scene). By what ya said in the TXT file that was giving ya trouble. You didn't say how you made the water, but I'm guessing that you use a box. I would try and use spotlights place facing away from the sun. The angle of the sun in your scene would create a bright line near the horizon. You can try an array of spots pointing down to creat this.
