The numbers represent scale degrees. This figure shows how scale degrees in each key relate to scale degrees in all the other keys. The pattern: 4,1,5,2,6,3,7 is the order of sharps. Reversed it's the order of flats. The torus shows how a scale degree in one key can be thought of as a different scale degree in another key. For example: Scale degree 1 in the key of C is scale degree 5 in the key of F, which has one more flat (counter- clockwise looking at the torus ). Or it could be scale degree 4 in the key of G, which has one more sharp (clockwise looking at the torus). The numbers that wrap around the torus' minor radius are the scale degrees within their keys. The numbers correspond to the circle of fifths. Sorry for the detail... It's a secret decoder ring! Found on a remote island in the Aegean Sea, it was thought to have magic powers...
